The United Arab Emirates (UAE) is emerging as a global frontrunner in integrating artificial intelligence (AI) into organizational leadership through the appointment of Chief AI Officers (CAIOs), according to a new global study by the IBM Institute for Business Value in partnership with the Dubai Future Foundation.
The study, which surveyed over 600 CAIOs across 22 countries and 21 industries, finds that 33% of UAE organizations now have a CAIO, compared to a global average of 26%. The data suggests that organizations with a designated CAIO experience up to 10% higher returns on AI investment, and those using centralized or hybrid operating models can achieve a 36% higher ROI.
In the report’s foreword, UAE Minister of State for Artificial Intelligence, His Excellency Omar Sultan Al Olama, emphasized the institutional and cultural significance of the role:
“AI is not a singular breakthrough; it’s ten thousand small shifts… The CAIO will be the one pushing that habit forward.”
Key UAE entities including Dubai Customs and the Roads and Transport Authority (RTA) contributed to the report, reflecting multi-sector endorsement of the CAIO role.
Saeed Al Falasi, Director of the Dubai Center for Artificial Intelligence, stated:
“Dubai’s early adoption of the Chief AI Officer role reflects our national commitment to a responsible, future-ready government.”
IBM leaders echoed the sentiment, highlighting the UAE’s forward-thinking approach.
“The UAE is setting a global benchmark by embedding CAIOs within organizations,” said Shukri Eid, VP and GM for IBM Gulf, Levant, and Pakistan.
Stronger Leadership Backing in UAE
UAE-based CAIOs report significantly higher levels of senior support:
- 90% say they receive sufficient support from their CEOs, compared to 80% globally.
- 86% report backing from the broader C-suite, ahead of the 79% global average.
The trend also shows a preference for internal talent development, with 69% of UAE CAIOs promoted from within — a higher rate than the global average of 57%.
More Control and Broader Mandates
UAE CAIOs are not just symbolic roles; they hold substantial influence:
- 79% manage their organization’s AI budget (vs. 61% globally).
- 62% focus on building AI business cases (vs. 45% globally).
- 50% list implementation as a core responsibility, though 38% find it very challenging — notably higher than the 30% global rate.
Many CAIOs in the UAE bring a blend of data science and operational expertise, with 48% having an operations background, reflecting a pragmatic, execution-focused approach.
Progress with Room to Grow
While leadership structure is maturing rapidly, AI adoption across UAE organizations is still in early stages:
- 76% remain in pilot phases, compared to 60% globally.
Despite this, UAE CAIOs are pushing ahead.
- 74% are willing to launch AI initiatives even when impact measurement is unclear.
As IBM’s Lula Mohanty notes, “The next step is execution — moving beyond pilots and embedding AI into core business functions.”
With strong national support and a rising class of empowered CAIOs, the UAE appears poised to lead the next wave of enterprise AI transformation.
